Si la suma de cuatrocientos mil pesos ($ 400,000.00) no alcanzare a cubrir los gastos decretados por la presente ley, queda autorizdo el Gobierno para hacer una liquidación encajándolos dentro de esta cantidad, pero conservando la proporción establecida en el artículo 1°
