En las Cárceles o Penitenciarias donde no exista el empleo de Jefe de Guardia, el Director, por medio de una resolución, que será leída a todo el personal reunido de empleados, Guardianes y presos, investirá de tal carácter al Inspector de Vigilancia que juzgue más apto y autorizado para tal desempeño.
