El Gobierno Nacional, las Gobernaciones y las alcaldías municipales o distritales que cuenten con actividad vichera/ bichera, en el marco de sus funciones y disponibilidad presupuestal, brindarán apoyo financiero, técnico o administrativo a los productores y transformadores del Viche/Biche para la implementación de lo dispuesto en esta ley, así como para cumplir con lo requerido para la producción artesanal y/o ancestral, y la comercialización del Viche/Biche y sus derivados por parte de las comunidades negras, afrocolombianas del pacifico colombiano.
