El régimen de constitución, reconocimiento y funcionamiento de las precooperativas, será establecido por el Gobierno Nacional, teniendo en cuenta las necesidades de simplificación de los requisitos, procedimientos y trámites y su naturaleza transitoria y evolutiva.

Parágrafo

Para los fines del presente artículo, se conceden facultades extraordinarias al Presidente de la República, por un término de seis (6) meses, contados a partir de la sanción de la presente Ley.
