El Presupuesto de Rentas e Ingresos tendrán como base el principio de la universalidad. Por lo tanto, los estimativos incluirán sin excepción, el reconocimiento total de las rentas e ingresos provenientes de bienes, servicios o actividades propias de la entidad, las cesiones, las donaciones y todos los recursos financieros que reciba durante el año fiscal sin deducción alguna.
