El Ministerio de Higiene podrá hacer las adquisiciones de drogas y demás elementos, sanitarios vinculados a los planes de Higiene y Asistencia Pública sin la intervención del Departamento Nacional de Provisiones, pero con la aprobación del Consejo de Sanidad del mismo Ministerio. Podrá también organizar un fondo rotatorio para este fin, cuya cuantía será fijada por el Gobierno.
