Art. 29. Siempre que por disposición especial no se establezca lo contrario, es entendido que ninguna obra pública costeada con fondos nacionales se llevará á efecto sin la intervención del Director de Obras públicas, á quien corresponderá indicar la forma y dimensiones que deba tener y la clase de materiales con que haya de ejecutarse.
