Cuando se realicen procesos de participación ciudadana en el ámbito de las entidades territoriales o de las comunas, corregimientos o localidades, sólo podrán consignar su apoyo quienes residan en la respectiva entidad territorial, comuna, corregimiento o localidad además de estar inscritos en el correspondiente censo electoral.
