En caso de turbación del orden público y con el solo objeto de restablecer la normalidad, el Gobierno podrá servirse de los elementos y medios de comunicación y transporte de los concesionarios, o de los que estos utilicen, pagando la remuneración del caso cuando hubiere lugar a ello.
