Art. 3.° El reconocimiento, clasificacion i estimacion en su caso, se practicarán por lo ménos por dos empleados de la Aduana que designe el Poder Ejecutivo, abriendo i examinando bulto por bulto i pieza por pieza, los cargamentos que se le presenten, a fin de asegurarse de la especie, calidad i cantidad de los artículos manifestados o introducidos.
