ARTICULO 6º . CUMPLIMIENTO DE LA LEY. La función penitenciaria deberá cumplirse por profesionales idóneos para ejercer autoridad, cumplir la ley y las órdenes y hacerlas cumplir. Ningún funcionario del Instituto podrá infligir, instigar o tolerar actos de tortura o penas crueles, inhumanas o degradantes, ni invocar la orden de un superior o circunstancias especiales para justificarlas.
