Lo dispuesto en esta Ley se entiende sin perjuicio de las disposiciones especiales que contienen la Ley 66 de 1931 y demás leyes que autorizan al Poder Ejecutivo para celebrar ciertos contratos con sujeción a formalidades distintas.
