Art. 4° La presente ley no excluye la facultad que tiene el gobierno para fomentar, en los mismos términos, otras empresas análogas, especialmente las que tengan por objeto abrir comunicaciones hacia el río Magdalena; con tal que las distancias no perjudiquen los derechos de unos ú otros privilegiados, ó las del Gobierno en caso de que éste cometa alguna otra cuyos productos hayan de recaudarse por administración.
