Artículo primero. En los presupuestos de los Establecimientos Públicos, de las Empresas Industriales y Comerciales del Estado y de las Sociedades de Economía Mixta sujetas al régimen previsto para las Empresas, no se podrán abrir créditos suplementales o extraordinarios con el fin de atender gastos causados por la creación de nuevos empleos.
