El Gobernador del Departamento se encargará de hacer efectiva esta medida por medio de los funcionarios o empleados que designe, sobre los periódicos que contribuyan a la perturbación del orden o sirvan de medios de comunicación entre personas interesadas en fomentar agitaciones.
