Lo dispuesto en el artículo anterior no comprende á ningún individuo complicado en la separación de Panamá, á los reincidentes de delitos graves, á los reos como autores de delitos atroces, ni aquellos á quienes se haya conmutado la pena capital por la inmediatamente inferior en la escala penal, así como tampoco á los que, suprimida la pena de muerte, hayan sido condenados á la que la reemplace.
