De la competencia en el nivel nacional . La función de reconocer personería jurídica a las fundaciones o instituciones de utilidad común y asociaciones o corporaciones sin ánimo de lucro que tengan por finalidad el fomento, prevención, tratamiento y rehabilitación de la salud, dentro de la jurisdicción de más de un departamento o en todo el territorio nacional, corresponde al Ministro de Salud y Protección Social.
