El Gobierno Nacional durante la presente vigencia no podrá contracreditar ni trasladar partidas correspondientes al Presupuesto de Inversión para incrementar las apropiaciones del Presupuesto de Funcionamiento, pero sí podrá hacerlo de éste a aquél cuando así lo aconsejen las circunstancias.
