Para estimular el funcionamiento de la escuela así establecida, créanse cuarenta (40) becas, mediante las normas que rigen sobre la materia; deberán ser adjudicadas, veinte a naturales de Buenaventura y veinte a aspirantes de otras regiones del litoral del Pacífico.
