El Gobierno, al reglamentar esta Ley, acordará las medidas necesarias a fin de que la rebaja de fletes de que trata el artículo anterior, no perjudique al comercio ni a la industria nacional, por razón del exceso de introducción que se haga de los materiales favorecidos, expresados en el mismo artículo, o por otra causa.
