Art. 10 o Los Ministros Diplomáticos de Colombia deberán enviar, en el mes de Enero y en el mes de Julio de cada año, al Ministerio de Relaciones Exteriores, una memoria en la cual recapitulen lo que hayan hecho en desempeño de su respectiva misión. Si esta fuere temporal ó especial, los que la hubieren desempeñado quedan en la obligación de rendir un informe con el objeto de dar cuenta del resultado.
