° Modifícase el artículo 4° del Decreto número 1286 de fecha 15 de junio de 1990, cuyo texto quedará así: “Artículo 4° A partir del 10 de julio de 1990, durante la ausencia del señor Julio Londoño Paredes, encárgase de las Funciones del Despacho del Ministro de Relaciones Exteriores, al señor Germán Montoya Vélez, Jefe del Departamento Administrativo de la Presidencia de la República”.
