Art. 1.° Para el despacho de los negocios que corresponden al Poder Ejecutivo nacional habrá siete Secretarías de Estado, que se denominarán:

1.ª De Gobierno;

2.ª De Relaciones Esteriores;

3.ª De Guerra i Marina;

4.ª De Instrucción pública;

5.ª Del Tesoro;

6.ª De Hacienda; i

7.ª De Fomento.

Por decreto del Poder Ejecutivo se determinarán i clasificarán los diferentes negociados de la Administración en Departamentos que se distribuirán entre dichas Secretarías.
