Para las obras de que tratan los numerales 1o. y 2o. del Artículo 2o. de esta Ley, el Gobierno podra tomar uno o varios emprestitos, emitir los bonos de que trata la Ley 104 de 1892 , y atender a la amortizacion con la parte correspondiente del 10 por 100 de la renta de aduanas que la misma Ley establece. Ademas, podra hipotecar especialmente, de acuerdo con la legislacion colombiana, las secciones de las obras que se vayan construyendo con el objeto de garantizar dichos emprestitos.

El Gobierno se|alara el interes de los bonos que emita para las obras de que trata la presente Ley.
