Reglas de procedimiento aplicables. Las disposiciones contenidas en los capítulos anteriores referidas al proceso legislativo ordinario que no sean incompatibles con las regulaciones constitucionales, tendrán en el trámite legislativo constituyente plena aplicación y vigencia.
