Art. 3.° Autorízase a los Gobernadores para hacer al Fisco nacional suplementos de los fondos departamentales, en la medida que permita el pago de lo estrictamente indispensable para el servicio público seccional, los cuales suplementos serán reconocidos á los respectivos Departamentos en la forma que en cada caso especial se determine.
