Los Departamentos conservan el derecho de fiscalizar la renta de tabaco para evitar el contrabando; y el de dictar disposiciones tendientes a evitar el fraude en el tabaco que vaya de tránsito. Esas medidas serán tales que en ningún caso lleguen a gravar o estorbar el cultivo de la planta y el laboreo de la hoja.
