El reconocimiento del Ministerio de Fomento, tendrá efectos desde el año gravable inmediatamente anterior al de la fecha de presentación de la solicitud. Si la solicitud fuere negada, la decisión sólo surtirá efectos para el año gravable anterior a la presentación de aquella, y en consecuencia el contribuyente podrá pedir el reconocimiento para los años siguientes.
