Autorízase al Gobierno para destinar al servicio del Departamento Nacional de Provisiones el edificio de la Escuela de Bellas Artes, cuya venta está autorizada por el artículo 5º de la Ley 68 de 1935 . La suma fijada como valor de este inmueble, se tomará del fondo rotativo del Departamento Nacional de Provisiones y se entregará para la construcción de las obras de la Ciudad Universitaria.
