Art. 20. Los introductores de cigarrillos incurrirán en las penas establecidas en la primera parte del artículo que antecede, siempre que se les convenza de fraude. La quinta reincidencia se castigará con una multa quíntupla de la allí señalada, y con la prohibida de continuar introduciendo el artículo por el término de dos a cinco años.
