Quedan encargados del cumplimiento de esta Ley, todos los empleados nacionales, departamentales y municipales, dentro de la órbita de sus funciones.

Las Asambleas Departamentales dictaran las disposiciones necesarias relativas a contrabando, sanciones penales y demás que estimen convenientes, dentro de las disposiciones de esta Ley.
