La Nación procederá a construir, por conducto del Ministerio de Obras Públicas, una avenida que partiendo del retén sur de la ciudad de Tunja, sobre la autopista, se extienda por el sector occidental de dicha ciudad hasta empalmar con el lugar de donde arranca la carretera que conduce a Puerto Boyacá, con prolongación desde el punto anterior hasta un sitio que la técnica indique, aledaño a la Universidad Pedagógica, sobre la Carretera del Carare.
