Control a operaciones de comercio exterior . La Unidad Administrativa Especial Dirección de Impuestos y Aduanas Nacionales (DIAN) podrá por razones de control, servicio, especialización o seguridad fiscal restringir el agenciamiento de las operaciones de comercio exterior a las agencias de aduanas de los niveles 2, 3 y 4, teniendo en cuenta, entre otros aspectos, la procedencia, la clase de mercancía, el valor, el origen y el lugar de arribo.
