El día 15 de Noviembre del año en que corresponda la elección de Consejeros, se reunirá la Junta Electoral de que habla el artículo anterior en la capital del respectivo Departamento, y una vea instalada nombrará Presidente, hecho lo cual procederá en el mismo día, ó á más tardar en uno de los dos siguientes, á nombrar los nueve Consejeros Departamentales principales y nueve suplentes. La elección se hará por mayoría de votos y se tendrá en cuenta lo dispuesto en el articulo 33 de la Ley 42 de 1905 .
