Se entiende por empleo el conjunto de funciones, deberes y responsabilidades que han de ser atendidos por una persona natural, para satisfacer necesidades permanentes de la Administración Pública. Los deberes, funciones y responsabilidades de los diferentes empleos son establecidos por la Constitución, la ley o el reglamento, o asignados por autoridad competente.
