En él Presupuesto de Rentas y Gastos de la próxima vigencia se incluirá necesariamente la partida para atender a la construcción y mejoramiento de dichas obras, y en caso de no hacerlo, se autoriza al Gobierno Nacional para abrir los créditos necesarios a fin de darle cumplimiento a la presente Ley.
