: El Gobierno deberá ejercer la facultad que le confiere el artículo 103 del Código Fiscal no sólo en los casos determinados en el artículo 1 de esta Ley, sino en todos aquellos en que a su juicio convenga reservar terrenos del Estado para cualquier uso público.
