El inciso 2º del artículo 20 de la mencionada Ley 134 de 1931 quedará así:

Dependiente del Ministerio de Industrias y Trabajo funcionará un Consejo Nacional de Cooperación, compuesto de cinco miembros principales con sus respectivos suplentes personales, nombrados, para períodos de dos años, así: uno por la Cámara de Representantes, uno por el Gobierno Nacional, que podrá ser el Jefe' de la Oficina General del Trabajo, uno por el Consejo de Economía Nacional, uno por las cooperativas de productores y uno por las Cooperativas de consumidores.
