Modificase al artículo 8o. de la Ley especial número 65 de 1937, el cual quedara así:

"Esta Ley no regirá para los ciudadanos militares que en la actualidad en alguna forma reciban, por razón de sus servicios militares, remuneración de la Nación, y se aplica en las mismas condiciones a los que comprueben que adquirieron grados con carácter de navegantes y marinos en las circunstancias reconocidas por esta Ley".
