ARTICULO 4o. CAMPO DE APLICACION. - Las normas del presente Capítulo serán aplicables a los empleados públicos y trabajadores oficiales que sean desvinculados de sus empleos o cargos como resultado de la reestructuración del Instituto, en aplicación de lo dispuesto por el Artículo Transitorio 20 de la Constitución Política. Para los efectos de la aplicación de este Decreto, se requiere que la supresión del empleo o cargo tenga carácter definitivo, es decir, que no se produzca incorporación en la nueva planta de personal del Instituto.
