Los municipios y los distritos especiales tendrán la obligación de crear la Unidad Municipal de Asistencia Técnica Agropecuaria. UMATA, cuya función única será la de prestar la asistencia técnica agropecuaria directa a pequeños productores. Los municipios podrán asociarse para el cumplimiento de la anterior obligación.
