Autorizase al Gobierno Nacional para adicionar el Presupuesto de la vigencia fiscal de 1960, con las partidas necesaria para el cumplimiento de la presente Ley. Igualmente, autorizase al Gobierno para adicionar el Presupuesto en las partidas o Apropiaciones relativas a los Institutos de Fomento Municipal y de Aprovechamiento de Aguas y Fomento Eléctrico.
