Queda absolutamente prohibido en todos los Establecimientos Públicos Nacionales dictar resoluciones de reconocimiento para legalizar obligaciones contraídas por fuera del Presupuesto, o sobre el valor de las apropiaciones. La Contraloría General de la República se abstendrá de aceptar tales reconocimientos. Serán personal y pecuniariamente responsables quienes contravengan esta norma.
