Grandes centros urbanos. Los municipios, distritos y áreas metropolitanas cuya población urbana fuere igual o superior a un millón de habitantes, entrarán a ejercer, en los términos de los artículos anteriores, las funciones de que tratan los artículos 55 y 66 de la Ley 99 de 1993, para lo cual deberán organizarse administrativamente.
