De la estructura interna de los Departamentos Administrativos. La estructura y el funcionamiento de los Departamentos Administrativos se rigen por las normas de este estatuto, y las particulares que se determinen en los decretos de reorganización. Habrá, en cada uno, un Jefe de Departamento y un Secretario General que tendrán las funciones contempladas para el Ministro, el primero, y para el Viceministro, y el Secretario General, el segundo, en cuanto fueren pertinentes. En los Departamentos Administrativos, funcionarán, además, los Consejos o Comités Técnicos que para cada uno se determinen.
