Facúltase al Gobierno Nacional para efectuar las apropiaciones y traslados aritméticos en el Presupuesto de 1959 ( Ley 35 de 1958 ) hasta por la suma de un millón de pesos ($1.000.000.00) para el mayor adelanto de las obras a que se refiere el artículo 2°. de la presente Ley, con cargo al auxilio de $3.000. 000.00 decretados por la misma.
