Art 16. Los expendedores de papel sellado y estampillas gozarán de un sueldo eventual hasta el diez por ciento de las ventas que hagan directamente, á juicio del Gobierno. En ningún caso tal eventualidad excederá de treinta pesos oro mensuales.
