El auxilio a que se refiere el artículo anterior ser incluido en el Presupuesto de cada vigencia, y caso de no hacerlo, se faculta al Gobierno para que abra los créditos o haga las traslaciones a que hubiere lugar, a fin de que tenga cumplido efecto esta ley.
