La distribución de los recursos de inversión dentro del territorio de los municipios y distritos deberá hacerse con estricta sujeción a los criterios de equidad, población y necesidades básicas insatisfechas, mediante la aplicación de procesos de planeación estratégica a largo plazo que apunten a superar los índices de pobreza urbano-rural y el fortalecimiento de la prosperidad local, previa observancia de las características regionales y poblacionales de cada entidad.
