Articulo 11 . Transcurridos cinco (5) años después de terminada una obra, no podrán distribuirse contribuciones de valorización par su construcción. Para los efectos de este artículo se entenderá terminada una obra en la fecha en que se hayan dado al servicio las obras que integran el proyecto respectivo en su totalidad.
